National Pollutant Release Inventory (NPRI)

The National Pollutant Release Inventory (NPRI) is a publicly accessible inventory, which is used to track and catalogue the release of pollutants, their disposal, or their transfer to recycling and other facilities across the country. Pollutants released into air, water, or land are tracked and reported annually.

The report is due on June 1st of every year.

NPRI is used by Environment Canada to act on, compile reports, and monitor trends for the following:

  • Air contaminants (the main pollutants contributing to smog, acid rain and/or poor air quality)
  • Heavy metals and persistent organic pollutants
  • Pollution prevention priorities
  • The assessment and risk management of chemicals, and air quality modelling
  • Regulations for reducing releases of toxic substances and air pollutants
  • Encouraging actions to reduce the release of pollutants into the environment

This program oversees over 300 substances with an annual emissions report. If one or more NPRI substances was manufactured, processed or otherwise (MPO) used at the facility during the year, and the total number of hours worked at the facility exceeded the 20,000 employee hours threshold (approximately 10 full-time employees), the facility will need to submit an NPRI report during that calendar year. The number of hours worked criteria does not apply to the following operations:

  • Facilities involved in waste or sewage sludge incineration;
  • wood preservation;
  • fuel terminal operations;
  • municipal wastewater collection and/or treatment;
  • pit or quarry operations; and
  • facilities operating stationary combustion equipment must report for criteria air contaminants, regardless of employee hours

Ontario Regulation 127/01

The Ministry of the Environment and Climate Change (MOECC) has harmonized the provincial and federal monitoring and reporting programmes over the years and the 2008 amendments to the O. Reg. 127 Step-by-Step Guideline de-listed all substances that were in the original regulation except for acetone. Under current regulations, the only reportable substance is acetone. It needs to be reported through One Window National Emissions Reporting System (OWNERS).

Environmental Compliance Approval (ECA) and Environmental Activity and Sector Registry (EASR)

What are ECA and EASR?

An Environmental Compliance Approval (ECA) is an authorization for the regulated discharge of contaminants to the natural environment. It covers emissions and discharges related to air, noise, waste and sewage. ECAs are issued by the Ontario Ministry of the Environment and Climate Change (MOECC). They set legally binding rules to control discharges in a way that helps protect the community and environment. To get an ECA, the facility has to show that it is complying with the applicable discharge limits. This is achieved through the use of MOECC-approved dispersion models and detailed reports.

The Environmental Activity and Sector Registry (EASR) is online MOECC registration process available for certain businesses with less complex operations.

ECA vs EASR: Which Do You Need & What Are the Differences?

Businesses with complex or unique types of operations must apply for an Environmental Compliance Approval (ECA). Businesses with less complex operations, can be eligible for Environmental Activity and Sector Registry (EASR) registration. Facilities in specific sectors or with specific activities can simply register the activities with the MOECC instead of the traditional requirement of applying for an ECA. The difference in the cost and timing of registering a facility under EASR Regulation versus obtaining an ECA is very significant.

  • Activities requiring assessment of air emissions
  • Automotive refinishing facilities
  • Commercial printing facilities
  • Waste transportation systems (non-hazardous)
  • Facilities processing end-of-life vehicles

How Can We Help With an ECA Registration?

An ECA (air & noise) requires both an emission summary and dispersion modelling (ESDM) report and an acoustic assessment report.  Environmental consultants help prepare the technical documentation to support an ECA application. Here are the typical requirements:
